''The npower programme i can understand dominated the public domain. It is a social investment programme that came on board since 2016, it started with batch A, 200, 000 beneficiaries and batch B, 300, 000. The design of the program is that they will be exited after 24 months, so it's a two years program. When we came on board we discovered that the batch A has exceeded their 2 years tenure, and batch B were due last month (July) and we need to enroll more beneficiaries because there are many waiting with over 40 million youth in the labour market, so i can understand that those in the program have some fears of uncertainty of what will happen to them after they are exited, but that is the design of the program. Batch A has been in the program for over 40 months so we exited them in June, we have a transition plan for them, we have reached out to some MDAs as well as the private sector to see how they can be absorbed. out of this npower beneficiaries about 109,000 of them have become entrepreneurs meaning they are now economically self-reliant, they have their interpreneurs, they are even employers of labour, so you can see some people have taken full advantage of the government program. Now we are in the Batch C, we have just closed their portal we have received about 5.1 million application, very soon like next week we are going to start the selection, any qualified applicant will be absorbed into the program, we will keep the public updated as well as the applicant. We had issues with the payment when we came onboard, this program was transferred to the ministry and we have gone through processes of transfer and during this period we have delay in payment, as the minister and permanent secretary we need to understand the programme. We also had issues of delayed payment because the payment plartform has been changed from remitta to GIFMIS and we are still having issues of reconciling the figures with the office of the accountant general of the federation. From our own point of view we have sign off the payment of npower beneficiaries except for the independent monitors that we just sign off their june now. But for npower batch A we have sign off their payment by june. Now the issue is the office of the accountant general because they are going through some reconciliations some names have appeared in other payment plartforms which we have ask them to submit to us which before the end of this week we will be able to know the names of those people because if you are in gifmis and you are in another payment plartform it will block you, so this is not the issue of humanitarian affairs or the minister, i dont think a file spend more than a day in my desk''
